It’ll never happen, because it’s all logical and stuff, but a good solution might be to charge a fee, to be renewed annually, for a membership in the library, and refuse admission to anyone without a library ID card.
I know, the shouts of “Discrimination!” “Racism!” would be overwhelming, but it’s a sad state of affairs when a library or any institution can’t discriminate against people who loiter all day and probably pee on the floor.

Excellent point. Always before, socialism failed only because they didn’t have the “right enlightened people” implementing it ... a combination of denying reality and denying human nature.
I guess the days of shushing someone who is noisy are over.
Mom’s who abandon their children like that should return to find the kids in the hands of Child Protective Services.
Yeah, they’re horrible, but it’s a “lesser of two evils” situation; they’re only using the kids to bump their welfare check, anyway.
And — for that matter — the Library probably wouldn’t have to go any further than handing out flyers warning of that new policy and posting the associated signage. Word would get around.
You can either ban abortion, or get rid of welfare, you cannot have both.
I’d vote to MASSIVELY stigmatize fornication; sorta nip the problem in the bud, so to speak. But very very few who most bitterly complain about welfare and abortion are willing to take the matter to that logical conclusion.
Hell, we’ve been outright GLORIFYING illicit sex for decades.
Sow.
Reap.
Lather.
Rinse.
Repeat.
It’s not going away until Revelation 19, but that doesn’t mean we can’t figure out what the right answer should be.
