Having had this happen to me let me help with how they make it what it really is not.
They set up a photo shoot that is deceptive and dishonest. They take all the rounds out of the boxes and stack it bare out in the front. And they stack the empty boxes in the back giving viewers the impression they are full too. When you go to court they show the picture and never bring up the true count which is actually half of what the image shows.
And they toss in BB guns, pocket knives, kitchen knives, pieces of plumbing parts from your garage labelled as “Bomb making parts and materials”, Etc. They are deceptive and dishonest as hell about how they present “arsenals”.
Well, if you have 11 machine guns, they are going to run through a lot of ammo in a hurry.
Or so I’ve heard.

That “later became prohibited” crap seems to be the key to this. Sounds like what he owned was legal and known to LE.
Was the owner set up and convicted of something to enable law enforcement agencies to seize a coveted collection? Time might tell — or the usual coverup/rabbithole.

What, exactly, is a prohibited individual? Is it an illegal immigrant? A Chinese national? A foreign agent or just someone who had bad ATF paperwork?
