I suppose you are aware of the phone scammers based in India. They cold-call folks in the West, and try to cheat them out of hundreds if not thousands of dollars.
I once read an interview of one of those scammers. He was asked if he felt guilty for what he was doing. “Not at all,” he said. “I am poor, through no fault of my own. Everyone I call is richer than me. But they won’t share. So I make them share.”
I suppose these store thieves have the exact same attitude.
Let’s see. Phones won’t work. Merchandise is insured. The rest of the customers pay. Other retailers watch their insurance rates go up-dilute the damage.

There should be a law that, after criminal(s) steal $10,000 worth of merchandise, allows store employees or others to shoot them dead, with a reward of $1,000/criminal.

They may try to cold call me, but they get blocked virtually instantaneously. There is a call center apparently operating out of Forest Hills, Queens in NYC. I get calls from them from time to time, always the same address but slightly different numbers . Seem to be Russian or some Slavic crooks. BAM! They be blocked.
