"There are the “urban campers”. those people have resources, family, etc. They just enjoy living in the streets (believe or not, there are a lot of them!)."

We used to call them bums, tramps, hoboes or free-loaders. They prefer not to live within the rules/constraints of modern civilization. They believe they are living a more free life-style while they suck up the resources of responsible tax-paying members of society.

Without going too much into my past, I've seen them personally in my youth. They truly are BUMS and won't do a thing to get themselves off the street, but are happy to accept handouts from Church groups, NGO's, and welfare from the tax-payers.

Many of the second category do need humane assistance because of their predicament is often not their fault.

The third category need mental institutions created, as many were shut down decades ago.

Yes.
BTW, I have friends (Church group) who are working with the homeless.
They told me about those groups and, they say, these groups are about the same size.
The biggest problem of our welfare system is, that the the government treats all homeless the same. That’s the problem of Federal welfare. Federal laws stipulate that one just need to fill some paperwork, what is your income? Name, Dob and whoa! you qualify or not!
Local people can better distinguish who has real problem, and who is just abusing the system!
The bums should get no help, and then the really needy could get more resources targeted at then.
