The tactic of intentionally targeting civilians only works for countries like Ukraine and the US (in Serbia and Libya, at a minimum), where the Western Media covers for War Crimes if they agree with the killing of particular civilians.
For Israel, and Russia, they don’t have that freedom, so they have to try to minimize civilian deaths.
In any case, the 10 minute warning was plenty of time to get out, but not enough time to secure their equipment there, so the hit was definitely effective.
