When a post is known to be deliberately cryptic, interpreting it at face value is low IQ.
While there are tons of cryptic writings, there is nothing deliberately cryptic about Trump resuming office on the old inauguration day or Hillary being swept off to Gitmo for hanging.

Trump will regret saying this. It will appear in PAC ads all over with him minimizing the utter stupidity of Cuomo.
But why is Trump throwing lifelines to swamp creatures like Cuomo?
Some PAC will do exactly that.
Lots of people willing to pay big $$ to PACs to highlight Trump’s every contradiction.
No need for any campaign to fund it.
It wasn’t a lifeline, it was a death sentence.
What Trump said puts Cuomo in the crosshairs of massive numbers of regular people who will now go back and take a look at him.
In the context of the current psychological state of the citizenry, a renewed look at Cuomo will bring an increased recognition of his crimes.
