Read the fine print. Current Lithium Ion batteries can not charge below freezing and can not discharge at zero.

Cold batteries HOLD their charge just fine. They just can’t deliver it rapidly. Some chemistries more (or less) than others.
Cold temp charging can also be problematic (and even dangerous for LI batts.)
