Even when the monument was commissioned the population was about 3.5 billion (if memory serves me correctly).

Even the inverted population curve we have today is going ot cause unprecedented Suffering as the number of old people will eventually outnumber the young people.
Huge numbers of the older generation are going to have to work into old age or return to work to support themselves because threre are insufficient numbers of young people working to support the social programs they expected to rely on.
China in particular must fear what is to come from the unintended consequences of their one child program.
