On the contrary, in the UK constitutional change is extremely hard to do, and happens very slowly if at all. And no rights can be taken away on ‘government whim’. The point about guns in the UK is that gun ownership has never been seen, by any part of the political spectrum, or by public opinion, as a constitutional issue. The distinction between the US and UK on this matter has always been primarily cultural, not political.
