Fuqua is a surname derived from a Franco-Germanic word meaning “guardian folk” but there is an African-American movie director by that name.
Give that cop a promotion, but don’t coddle the guy who was arrested.
It may clarify things to point out that it's a venerable southern name, and it's pronounced "FOO-kwuh."

I had a ‘friend’ from Louiezianna(sic) whose dog was named Phideaux which he had trouble spelling and the dog didn’t understand Cajun/French so he called it Fido
That was good. The cop could have probably pulled the fellow’s arm out himself, but doing so would probably have allowed his weight to shift off his back, and allow him to move. Asking for assistance was great psychology. The guy may well have been drugged out thug, but he’s still a citizen. It looked like at least 2 people assisted, and everything ended well. The situation could have easily been worse. The fact that the cop requested assistance changed the dynamics of the it, and it was no longer an ‘us vs. them’ dynamic. Good job all around, by both the cops and bystanders.

I’ve used that before, such as waiting along at an airport, I pick the scrawniest looking guy near me and ask him to watch my stuff when going to the bathroom - always seemed to work and made him feel important. Of course that was before the days of carrying $1000 or so worth of electronics when I traveled.
Two comments:
1) If this were in the North and it took that long for white cops to subdue a black man, the bystanders would have summoned LaHood and there would be a riot situation to deal with.
2) The guy shooting the video needs to get out of that hood and into VIDEO PRODUCTION. This is, by far, the best quality real-life video that I’ve ever seen, super-smooth. For starters, he’s even figured out how to hold the camera horizontal, something 98% of white snowflakes are working on.
I thought Frenchy Fuqua played for the hated Steelers.
