The story doesn’t say where the barbershop is, other than “northeastern Washington DC,” which can mean just about anywhere. There is a “styles unlimited” barbershop that comes up on my searches, but that is in Suitland, just inside the beltway near Joint Base Andrews. But that’s not DC, and the street number doesn’t match the street number in the photograph in the story.
