On Wednesday’s broadcast of Fox News Channel’s “Your World,” network senior judicial analyst Andrew Napolitano said today during the impeachment hearings Democrats established President Donald Trump’s failure to release money to the Ukraine that Congress ordered released until a favor was received is bribery.
Napolitano said, “The Democrats established conclusively the aid was held up in return for a political favor.”

Even if true, it would not be a violation of law. It would be a president using their constitutional powers to enforce the laws of our country.

The answer is "Yes," deliberately so. IF you can find an honest lawyer, ask them. The more subjective it is, the more they can argue about it and maximise their billable hours. The law is written that way on purpose, by lawyers.
A “favor” would be something like: “Give to my campaign fund.” Or, “Hire my son.” Or, “Spy on young Biden for me.”
