When we finally see the report, it will probably turn out that the 10 instances were probably tweets that called it a "witch hunt". In the Mueller mind, criticism is possible obstruction.
What's most important though, is that none of the 10 instances were enough to make a charge. It's all just one more attempt to smear the president with innuendo when the facts don't go their way.

Possible collusion as reported by CBS is not collusion which, if found would have been charged or a recommendation for the charge made to Barr.
There is no such thing as “maybe guilty” under the law.
