I think the poster was quoting Joe Biden when hw was interviewed by Katie Couric. Joe seemed confused as to the correct name of the US President in 1929.

Usually - well, actually without fail - whenever creepy kiddie toucher Biden runs in democrat party presidential primaries, he garners somewhere between 0 and 2.2% of the vote. Now he thinks this will be different? He's a democrat relic from the 1970's - a really old white dude that likes to feel up tweens and toddlers.
