I’ve come to believe that the primary function of the FBI is to gather dirt on politicians and businessmen so that the new Oligarchy the FBI works for keeps everyone under their control.
Comey obviously has access to those files, which probably includes everyone sitting on the House Committee ostensibly acting as oversight, and he is essentially untouchable.

They can’t name an example of any law Trump has broken. There are none. The whole scheme is to put into low info voters’ brains that Trump broke laws but they can’t indict a sitting by president.
