I think after the gulf coast biggies those walls are mandatory on at least the first floor (maybe second floor too right by shore) of every new building.

The breakaway construction provides an aesthetically finished facade to a dwelling, with very functional structure in the flood zones. Looks so much better than the old stilt homes.
