It's been reported in the Chicago media market that the officer's had their bodycam's turned off and turned them on only as this "encounter" happened.
That's a violation of CPD protocol and the reason for the delay in the audio.
Getting a conceal/carry permit anywhere in Illinois requires one not be a convicted felon, takes a required class which mostly covers the law and what constitutes a good shoot/bad shoot, qualifies on a range demonstrating basic proficiency with a weapon and passes a simple background check.
Been through it, it's easy enough to do and I have my conceal/carry here in Illinois. Yes, I carry. Yes I work in Chicago though I live out in the far southwest suburbs some 30 miles away.
Watched the vid four times. I am inclined to agree with you. Need more data to decide for sure. Someone reaches for my gun from behind I am going to has a very negative reaction no matter who is around me.
While the cop was talking to him we see three cops on foot approach, and a squad car rolls up. Im betting they werent talking about sports.

Fwiw, I’d make the same bet. I’d just add that it also doesn’t look like the cop talking to him looks like he feels threatened or is giving the man authoritative orders that the guy is refusing to obey. The biggest point is that, to me, the woman reaching for the guy looked unnecessary at that time.

OMG Laz! I’m sorry I counted on donutoperator for info, when I should have just asked you, sir, yes sir ossifer!!! LOL!
You have to understand, I have completed THREE major quests in Police Simulator, and have never once had to respawn my officer.
And I didn’t use cheat codes!
That makes me an authority on anything related to police conduct.
