The Omnibus bill gives POTUS the ability to redirect funds for national emergencies
Chuckie is going to really flip when Trump uses Health and Human Services money (earmarked for planned parenthood) to build the wall to deal with the opioid epidemic national emergency
Move the construction equipment in and build it. Tell Chuckie and the courts to stop the construction.

Those are different things.
Make a case for which one of those the bill does.
