Current water rates for me 1.22 per 100 gallons, with a base 16.50 charge for service... average of 30 days per month ... My bill is generally in the 40-50 a month range, so yea 85 gallons a day is probably about right.

the difference is that this article is referring to household waste water dumping directly into streams and rivers WITHOUT TREATMENT by a wastewater treatment plant ...
How come their not using either dye detection or smoke detection? It’s more accurate than trying to smell where it’s coming from.
Washington State requires water system designs based 140 gallon/day/person.

Worst sewer I ever came across was at potato processing plant. We were surveying their site and had to get sewer manhole invert elevations. The smell of waste fried potato oil made my instrument man puke his guts up when he pulled the lid and the smell rushed out.
Just working outside around the plant smelled like hashbrowns but the sewer was nasty...
As previoud public works director of a small city I would have thought that Philly would have some state of the art detection equipment.

Your probably right. City buys new equipment, staff “uses” for a year, puts it up for surplus sale, friendly contractors buy it on the cheap and kick back funds to the procurement manager.
