Budget & Spending
Issued on: March 23, 2018
Dear Mr. Speaker: (Dear Mr. President:)
In accordance with section 7058(d) of division K of the Consolidated Appropriations Act, 2018 (H.R. 1625; the “Act”), I hereby designate as an emergency requirement all funding so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, for the accounts referenced in section 7058(d).
The details of this action are set forth in the enclosed memorandum from the Director of the Office of Management and Budget.

I’ve not seen this anywhere else but Bill Mitchell tweeted today that Trump has declared the wall part of national security and therefore can use the money allocated to the military.

An omnibus spending bill is a type of bill in the United States that packages
many of the smaller regular appropriations bills into one larger single bill that
could be passed with only one vote in each house. There are twelve different
regular appropriations bills that need to be passed each year to fund the federal
government and avoid a government shutdown; an omnibus spending bill combines
one or more of those bills into a single bill.

If this letter is true and valid, and means what some want to say it means...... then it means trump can get up monday morning and defund PPH, and defund all the arts crap, and defund every thing he ever said he wants to be defunded.
What’s the total available? 145 million. Not that much.
