Wrong....Im surprised at everyone whos not getting this. This is not a budget. Its a bill. And Trump controls the spending on every dime of it. BO did this on purpose his whole presidency.

Actually, this is the most disturbing thing to me. Trump was willing to give up a lot in order to get military funding. This begs the question of 'what does he know, and what do his generals know, that makes them feel that defense spending is a crucial priority particularly at this time?'. I know a strong defense is always important, but there is a lot going on in the world at this point, maybe more threatening than many of us realize, and this may be why he was willing to sign such a crappy bill.
Can you translate that into English please?

That in a sense in a nutshell is it. He has enough $$$ to carry past Nov and has now put the onus on Congress to pass a budget. He has essentially a line item veto on these appropriation bills because of that 1985 law. Anyone who is bellyaching over this right now is wasting their breath because virtually none of the pork and mandates in this bill are now null and void.
