The US Coast Guard does not defend the US coast - that’s the Navy’s job.
Th CG mostly preforms rescues, drug interdiction and polices fisheries in Federal waters. Even in that limited role, it is stretched thin, not to mention heavily underfunded.
With only one (1) nearly broken down conventionally powered heavy (22 feet at continuous speed) ice breaker, the CG has pretty much ceded both the Arctic and the Antarctic to Russia with some 40 breakers, six or so heavies nuclear powered.
Under DHS, its mission has only changed in that it is so poorly funded as to be next to exiting from the scene.

Interesting thing about N. Korea is that they have tried not to believe the words of principal actors. N. Korean regime has been saying publicly in no uncertain terms that it will develop nukes and ICMB's. The response from others is just a shrug, and rolling eyes. They all said that it is just a crazy talk to get attention, arguing the best way is to ignore it, and the problem will be solved. But it did make good on its words. N. Koreans did nuclear test and missile launches. Still they ignored it. Now Trump came along and makes it clear to everybody what he would do. Everybody is rolling eyes again and dismissed it as crazy talks.
Compare this with what U.S. did with Saddam's Iraq and probably Assad's Syria. They were eager to accuse them of things both countries strenuously denied. It turned out that Saddam had no WMD.
Why do they ignore the clear evidence of N. Korea's actions while jumping on the allegation on both Mid-East countries which is far less clear? And why do they also ignore what Trump said?
