Vincente Fox’ Plan Puebla Panama was an enormous ethnic cleansing operation to depopulate large areas of southern Mexico so that it could be turned into a hemispheric transportation hub for ship, rail, air, and ground transportation.
Fox had nothing but disdain and contempt for the Indians who lived there, who were told to head North to the US, their new home. Which was why there was such an incredible surge of illegal aliens during that time.

A "Hispanic" can be 100% pure European, 100% pure Native American, 100% black, or any mix of the above. Vicente was supposed to be the president who reformed and cleaned up Mexico. That was his campaign platform. He was a total failure at fulfilling his campaign promises. But I don’t think he ever intended to keep his promises in the first place.
