I kind of agree with him. Why should he have to be subjected to constant abuse by never-Trumpers, Enviro nuts,BLM,etc.
In many parts of the country a person risks their life by wearing a MAGA hat.Think about what this guy has to endure.
In first class the attendants are right there and will stop people from abusing him.

All such agencies and organizations on the FedGov take need to become advisory to congress. 2 staff per state, per agency. Then let congress make laws, re-write laws or rescind laws on their advice.
Federal marshals will law enforce those laws with hired contractor specialists as needed.
His outstanding work at EPA have put him in the crosshairs of every radical environmental nut in the world.
He has been set up for confrontations by people who leaked his schedule and itinerary that weren't just unpleasant, they were dangerous.
Controlled access of Business or First Class is vital to his safety and sanity.
The guy is at the Director level and still fly commercial - his Obama predecessor flew around on the same government business jets used and abused by Loretta Lynch - so it's not like he is abusing travel allotments
Given the left physically attacks Trump Administration members, he should not fly in coach.
I seem to recall Mr. Pruitt receiving death threats because he doesn't swallow the glow-bull warming scam of the Left. Conservatives don't threaten people with violence, only the Left does that. I say protect him so he can do his job.
