You could play it as giving them the rope to hang themselves electronically - potentially a great tool for the intelligence officers. Take away the paper for passing notes and making plans and have them put it on their tablet instead - always searchable on demand...
Probably no such plans though, just more insane liberal spending so they can lock in a 'profit' for the politically well-connected supplier.

This is not a bad idea. This will encourage prisoners to read & write, a good thing. It will also give them something to do beyond plotting further crime. Playing Candy Crush is preferable to planning an escape.
