So here is anecdotal information. Our son hasn’t lived here for 10 years. Yet we get a letter from our insurance company that our premium is raised since they are adding him to our policy. It turns out that he never bothered to change his address on his driver’s license. After we (ahem) let him know about the issue and assured our insurance company that he doesn’t live here, they adjusted our premium. He promptly fixed the address issue.

So there is NO WAY that the government doesn’t know who lives where. If a simple insurance company can do a data sweep and find out our 30-something son is at this address (which he is not) then certainly the states can determine that someone is likely or not at the address they register at for voting. It’s 2018, not the dark ages.
