Now just why would LEO or 911 accept a call from out of the area like this ???

My understanding is that these kind of calls are usually made to the police non-emergency number where the caller-ID blocking isn't such a big deal.

The article I read said that the call was probably routed to come up as a Wichita number.

My cell number is from Santa Clara county California. Have had the number for decades

Absolutely this was murder. The poor guy was shot, the police say, because he reached for his waistband. And I doubt that even that is true. The guy probably just moved his hand randomly. We all do that when we walk, or even when we stand still.

An innocent black is right to fear the police. Hell, I’m an older white guy, and I fear the police.

I wish I could remember who it was, but another FReeper here said it perfectly: The police used to have a job, to make us feel safe. Now it’s our job to make the police feel safe.

I have been a member of many various online discussion boards.
Some were chummy, like the farm related ones.. Guys got to know each other, met each other at tractor pulls, farm shows, etc.

I never told them my real name or where I lived. I saw a number of instances where someone would get really mad at another poster and contact an employer and spread some nasty stuff or otherwise disrupt their lives.

Hey c’mon Appy, he made a threatening move! Just ask the cops that were there, they’ll tell you. Interesting how all these innocent unarmed people shot share one thing in common, they all make a movement deemed by the cops to be threatening.

The decent, utterly surprised, and law-abiding person is paradoxically the one more likely to misinterpret police instructions, too.
He or she is likely astonished and in disbelief of what is (embarrassingly) occurring on their front lawn.

A dirtbag criminal who has been arrested many times prior knows the drill perfectly.
The incredulous homeowner might drop his or her hands in disbelief, reach for I.D. or a cellphone.

The police need WAY better training to keep their fingers off the triggers.
The person from LA who called-in the fake crime to Wichita should be charged with premeditated murder. It was planned and there was potential for gunfire.

If I were on the jury, that actually wouldn’t matter to me. No one should be shot for reaching for his cell phone, scratching his leg, or pulling up his pants.

If you don’t see an actual gun, you shouldn’t shoot. If a suspect seems to be reaching for his waistband, back off and assess the situation. Would this be putting the cop in more danger? Possibly. But that is, unfortunately, the nature of the job.

Just like a fireman rushing into a burning building is put in more danger. It is, unfortunately, the nature of the job.

The guy that made the call needs to go away for a long time.

The officer who shot a man with no provocation needs to go away for a long time.

Both are at fault. Both need to suffer the consequences.

Unfortunate on a deep level. But SWAT teams enter buildings with muzzles up, fingers on the trigger, jacked adrenaline. Chances are massively increased for any occupant to get whacked.
