Big Time. What needs to change is the elimination of the "Ethics Committee" process that, by the time the victim gets a hearing, 180 days intentionally pass in the hope that the victim either gives up or, accepts monies from the Hush Fund.
What works best is a virtual training, with quizzes. If each person foesnt Take it then they cant work or be at work until they do. That is how my employer did it.
Someone will need to tell the dims that harass is just 1 word.

Most parents do teach their children manners. Problem is when they get to school it tends to get rubbed off. If the parents are strong enough the good manners remain.
