The US Navy cannot legally board foreign ships but a US Coast Guard officer can.
A US Naval Officer or NCO boarding a foreign flag vessel in international waters is considered an act of war. A CG Officer has authority to do so under existing conventions. Not all countries abide though. If a private vessel is suspected of holding contraband then only A CG Officer may board without permission and collect evidence.
It doesn't apply to this situation. The reason the guarantee of state government and defense of invasion come one after the other there springs from the concern that a foreign military or other organized armed force might invade a state and stage a coup or establish a dictatorship. That isn't whats happening. A poorly managed immigration policy isn't an invasion, it's poor execution of policy. Using the military to enforce public policy is a violation of Posse Comitatus.
It seems to me that President Trump is doing a pretty good job of improving the border though the wall could be coming along a bit faster.

Grew up on the Mexican border and Dad was a government attorney. Great Uncle rode with Pershing from Columbus into Northern Sonora in pursuit of Villa.
Been hearing this stuff all my life. Border Patrol started in ‘24 and Posse Comitatus was one of the reasons, otherwise Pershing’s guys would still be there.
So you go argue the case in front of Congress - I agree! It ain’t “immigration” any more if it ever was - it’s Crimmivasion, pushed by the Mexican government and carried out by it’s foot soldiers on the ground: their own citizens, desperate to get out of the Mexican Nightmare and live the American Dream.
Thanks for the lecture but as I said, just tellin’ you how it got that way. When do we cross the boundary between “it’s just a crime” to “it’s invasion” and justify calling out the A-10’s and the Armored Divisions? I think we crossed it a long time ago when Mexican crime families AKA “The Mexican Military” started crossing into the U.S. with impunity. Since I lived on the border 35 years ago I saw it with my own eyes then. Nobody did s**t, although BORTAC guys and Customs along with AZ DPS sure tried.
What they needed was Air Cav and COIN support out of Davis-Monthan.
It is a hostile invasion of a foreign people who are in fact under arms. But since it is not the result of a State declaration of hostilities under uniform, they don’t call it war.
And so it’s a “police function”.
And the South still don’t want Federals running around in their State telling people what to do.
That's a wishful opinion, not a fact. Unfortunately.
