I doubt it....who is going to police the land from drug smugglers...or maybe CAH wants to or is in the drug business...using the wall as an excuse to open the door wider to the drug cartels, human, OTM traffic....if in fact this is not fake news..............

Eminent domain isn’t that tough. The land gets appraised, the government puts the money in escrow and starts building while the courts decide whether you get what’s escrowed or whether you can prove its worth more.
The better tactic is to go environmental protection; find some frogs or snails or something.

Simple. Build it right up to their property line on both sides...
Post signs for miles in each direction on each side of their property, that to facilitate crossing, all those doing so should make the crossing at that property
The way I would do it is this:
- Offer to buy the property at a reasonable price.
- When they refuse, let them know that once the rest of the wall is built, any future wall building costs relative to that property will be assessed to them.
- Build the wall right up to their property on either side.
- Put cameras with facial recognition software on the edges of the wall by the property.
- Pass a law making people who own property on the border without government-approved entry barriers liable for any costs, fees, taxes, damages, deportment expenses, etc. incurred by illegal aliens that enter across their land.
- Every time an illegal alien is detained, arrested, found guilty of a criminal or civil violation, etc., run his face through the facial recognition database and see where he crossed. - Send them the bill.

If they actually offered land to be purchased by their customers for the purpose of blocking, that is probably fraud, because as they well know, the government can seize any property for their purposes, with nothing other then compensation.
So instead of paying the former owners, the government will pay these owners, but nothing is blocked, and people who gave them money for that purpose were cheated by the company.
