A senior government adviser has told the BBC that the authorities are not prosecuting many Islamic State volunteers, believing they should be reintegrated rather than punished.
Max Hill QC, who acts as the government’s Independent Reviewer of Terrorism Legislation, told Radio 4 that “we do have a significant number [of Islamic State volunteers] already back in this country who have previously gone to Iraq and Syria” — currently estimated at something over 400.
“That means that the authorities have looked at them, and looked at them hard, and decided that they do not justify prosecution, and really we should be looking towards reintegration and moving away from any notion that we’re going to lose a generation thanks to this travel.”
“But that’s fascinating,” responded the BBC presenter.
“Because there is a school of thought, isn’t there, that looks and these people and thinks, ‘Well hang on a second they’ve gone to a place where mass murders were being committed, they’ve gone there voluntarily, they’ve gone there presumably because they have some enthusiasm for what was happening there’ — it is odd to treat them as if they’ve committed no offence,” he said.

Many of them were probably directly involved in killings whether or not western intel happens to know about it. ALL of them were highly motivated and supportive of killings, whether or not they actually shed blood personally.
NONE of them are fit for resuming life in civilized societies, and ALL of them are deserving of severe punishment and permanent separation from innocent society, to PROTECT innocent people from them.
Having a work status meeting to discuss problem reports to solve or how to deal with a customer’s issues, when your coworker has recent experience sawing off heads, takes on a whole new meaning.

I have a bunch of UK ancestry. So very glad they got out about 300 years ago.You see the same disease in Australia and Canada with their evil gun laws.Our ancestors were a different breed of cat.
Or is it only that those who didn't fight for ISIS do not matter, just as whites mostly do not matter in the States, and so they can use empty blather like "a lost generation" to excuse more willing and willful subjugation to Islam?
Pretty dangerous. They are not returning because their bloodlust was sated. Now that they have had a taste they will want more.
