Let's be clear: The Energy Department's proposed rulemaking before the Federal Energy Regulatory Commission to subsidize power plants with on-site fuel is the antithesis of economic conservatism. The anti-competitive DOE proposal is a recipe to stick consumers with billions in added costs without addressing priority electric reliability and resiliency concerns.
The proposal calls for draconian, emergency subsidies to address a crisis that grid reliability experts say doesn't exist. The alarmist proposal is neither technically nor procedurally sound.
Knowledgeable, principled conservatives are speaking out. Travis Kavulla, the Republican vice chairman for the utility regulator of Montana, called the DOE's proposal a "command and control" system that "will be predetermining through industrial policy who stays in the market and who goes out." Similarly, former Republican FERC Commissioner Tony Clark said applying the proposal's basic tenets could threaten market operations. Current FERC Commissioner, Republican Robert Powelson, demonstrated leadership amid an anxious energy industry by reassuring concerned parties that he "did not sign up to go blow up the markets."
Pat Wood, the former FERC chairman appointed by President George W. Bush, called the action "profoundly disappointing" as Energy Secretary Rick Perry previously oversaw the best competitive electricity market in the country. Wood serves as the chairman of Dynegy, who's power fleet would actually benefit from the rule, but still felt compelled to call the proposal an unwelcome present.

In Winter 2014 “...gas-fired generators accounted for 55 percent of forced outages during the vortex, even though they represented only 40 percent of capacity in the impacted areas.
By contrast, coal-fired units accounted for 26 percent of outages and 31 percent of capacity, while nuclear generators suffered 3 percent of the outages but provided 12 percent of capacity.”
Would prefer that the whole regulation scheme be re-examined. Lot of bad rules distorting the market now.
Until it becomes possible for every supplier to construct a transmission line to your home, this concept of a “free and open electricity market” is a myth.
When a bunch of establishment Republicans get together and play the “Orthodox Conservatism” card, they are likely acting against the best interests of the American People.

My reading of the situation at the Daily Mail link indicates Perry is trying to increase the reliability of generation on behalf of the American people.
Adding a favorable regulation to support coal and nuke power because their fuel is onsite, and it pisses off the Natural Gas folks who are subject to interruption.
Another regulation for a heavily regulated industry. And, it just so happens to be in OUR interests.
Rick Perry is a waste of skin! And stupid as a stump!

Maybe so, but if we're going to subsidize something, and you know FedGov will, reliable power is a great thing to subsidize. Beats subsidizing wind and solar, which are NOT reliable base-load power sources.

The ONLY REASON that the TTC, along with shooting up little girls with Gardasil doesn’t exist in Texas right now is because the PEOPLE OF TEXAS rose up to stop Perry.
I voted against him, every time, from the moment he announced the TTC, but, sadly, we still can’t some of his cronies out of our government and we’re still on a toll-road building rampage.

Natural gas companies are welcome to store fuel on their sites, if they want...gas is stored in large tanks throughout the country.
As to this proposal, it’s better than nothing, but I’d MUCH RATHER see an effort to harden our grid against EMPs...but sadly Trump’s people are as complacent as Obama’s and prior, they look at EMPs (and CMEs) as something out of Art Bell’s fertile imagination.
