Regulations governing the special counsel say that at the conclusion of his work, he "shall provide the Attorney General with a confidential report explaining the prosecution or declination decisions." Then, it's up to the attorney general to determine whether releasing some information would be in the public interest. (Attorney General Jeff Sessions has recused himself from the Russia investigation because of his association with the Trump campaign; Deputy Attorney General Rosenstein is overseeing the investigation.)
Another complicating factor: Mueller is using grand juries in Alexandria, Va., and Washington, D.C., and grand jury information is rarely made public.
"It is going to be hard and frustrating to get this information out," said Peter Zeidenberg, a lawyer at the Arent Fox firm who worked on the special counsel team investigating the leak of a CIA operative's identity in the George W. Bush administration.
In the months ahead, Zeidenberg said, "there is going to be a lot of noise, but not much clarity as to what's going on."

After the time and effort put into this investigation by the democrats and the liberal media, they can’t walk away completely empty handed. They will have to have their pound of flesh like they did with Scooter Libby during the Bush years. My guess is that Manafort and/or Flynn will be slapped with some “process violation” such as providing false information on their financial disclosures. It will be enough so that the democrats and media can save face and say the investigation “found wrong doing in the Trump administration”.
The slow media walk back begins.

This is like the 3rd or 4th story like this I have seen from left wing sources.
Well, told ya so. I said from the beginning that either Mueller was not going to do anything or that, in fact, he might return indictments for leaking against some of the Ds and Cankles.
And it’s been really hard to get leaks out since the President left the White House. It might be impossible after they tear WH apart and remove bugs.
Mueller may have to leak himself and that could be dangerous for the “straight arrow’s” reputation.
How can anyone have faith in the rule of law after the Obama years—culminating in Comey’s farcical “investigation” of Hillary Clinton?
Don’t worry, there WILL be leaks.
NPR? I suspect the purpose of this article is to take the heat off Mueller now that Congress want to grill him.
