My suspicion is that the WH is being surveilled via sound wave (speech/discussion) detection off windows, walls, ceiling, etc.. I would call in an advanced SIGINT team to do a thorough analysis for possible sound wave or audio detection by an outside source.

Also need to get someone on the INSIDE of Obama's DC "BRICK-FORTIFIED" mansion or attempt to tap into all electronic traffic going into and coming out of said mansion. HE CHOSE A BRICK-FORTIFIED MANSION FOR THE VERY REASON THAT IT'S IMPENETRABLE TO SURVEILLANCE.
