“How does he know who is leaking? What if he is leaking?”
He doesn’t. That is why he will fire everybody. He isn’t leaking because he hasn’t been on the job. Today is his first day.
And why does what he says offend you?

For every act of cowardice during fighting action, ten Legionnaires would be executed i.e. "decimated." I posted this incorrectly, as I realized a little later when I was stuck in traffic about 60 miles away from my computer. "Decimate" means one in ten, so one Legionnaire in every 10 would be executed, not just ten overall. It was a powerful way of enforcing combat discipline.
