Is it legal to say “no H1B applicants” in an ad?

Probably not - but that's moot, since an employer can simply refrain from sponsoring H-1B visas or using staffing firms that do.

I've come to the conclusion recently that it is apparently illegal for Americans to work for a recruiting firm.

I will not answer any inquiries for my services when I cannot pronounce the name of the recruiter. Limits things a bit, because I've not been pinged by anyone but foreigners for the past month.

But then they'd risk getting an American who's just trying to keep the mortgage paid while he looks for his next long-term position making what he's worth. For that same $35K, a Third World code drone will work 80 hours a week while kissing his manager's posterior and calling it ice cream.
