Now saying a man is spotted pacing calmly in his flat....coming toward window, drinking a glass of water. Their ‘hope’ is now, that emergency services can ‘reach this man’.
They do typically use a combination of water, ammonia and hydrogen gas. Many use either AC power when available or propane. It’s an absorption style cooling system.

Propane fridges are actually very popular with homesteaders and RVers. They have their purpose. But I would never trust one in any multi-family building. Even if it didn’t explode, the ventilation issues would be enormous.
Listening to Sky, you seem to be correct. A mixed population in a largely Muslim neighborhood with no obvious terror connection from what’s reported. Odd that a propane fuel canister would explode and very bad luck that it was on the lower floor. At one o’clock in the morning a number of people would be around due to Ramadan.
A bomb factory will be checked for I’m sure but I’m not confident that it would be announced. A terror attack hasn’t yet targeted Muslims, even non observant Muslims in the U.K. Even though such attacks are common in Pakistan.
