Never heard that it meant “without papers”.....I’m 67 and my dad took care of a guy who worked as a customs official on Ellis Island. He caught “Consumption” (TB) from the immigrants and lived out his last days with us. We went through Dad’s papers when HE died and there were papers from Elmer stamped W.O.P. referring to immigrants.
