Apparently this arrangement is not foreign. Other nations participate in attracting foreign investment and citizenship grants to these highly skilled or highly experienced career executives/investors.
The USA has been open to all nations in the past, back when we had limitations of numbers and limitations on each nation’s numbers.
These immigrants add to the tax base, create jobs and pose no problem to any tax payer having to support them.

That was true in the US as well. To apply for permanent residency you had to prove you would not be a burden to the nation.
