Actually, the rule in grammar is that the modifying clause be related to the noun that is closest to it. I wrote: Having been a clerk in that court, Gorsuch probably knows... The clause relates to Gorsuch. It is not a dangling modifier. The pronoun I does not appear anyplace in the sentence.WOW! You were a clerk in the Supreme Court???!?

Are you the one who discovered that a set of plans were missing?We did lose our battle plans. I was the one who discovered the loss. Our network was penetrated with a Man-in-the-Middle attack, but the plans were encrypted with SHA256, so decrypting them would be difficult.

No, the phrase was correctly used to modify the subject of the sentence, which was Gorsuch.
