Have Congress restrict the 9th Circuit's jurisdiction to Guam and create a new Circuit for the Left Coast stuffed with conservative judges picked by Trump.

It should be added as a parliamentary requirement to the House rules stipulating that the Judiciary Committee must submit a Bill of Impeachment for any judge in a majority opinion reversed or remanded more than three times by the SCOTUS.
Parliamentary rules are not subject to review by judges.

Please do not President Trump divide the 9th circuit.
It would be like cutting a cow pie in half. Now you have two cow pies to rake up instead of just one
After you divide them they can play really nasty games. E.G. cow pie 1 says you can do x. Cow pie 2 says you cannot do x. That allows a disagreement between circuits which now can allow the case to go to the Supremes.
Think of the mischief the nuts on the left could with that power.
