2. The Black Hat who did the unmasking is very high up in the intelligence world and is not in the FBI. Putting that aspect into prior information leads to a higher probability the individual was Director of National Intelligence, James Clapper.

Why wouldn't the House Intelligence Committee be able to review intelligence materials? If what you say is true, we have a bigger problem that mere surveillance and unmasking. If what you say is true, then the Legislative Branch has no oversight capabilities over the Executive's intelligence gathering. That would be bad. Really bad.
I agree with the observation of others that Schiff wants more people to have access to the documents so that leaking becomes easier.

Schiff knows full well the executive office level intelligence, as an end product, cannot be shared (as a whole) with the intelligence committee because the committee is not authorized to see the same level of intelligence as the President.
Only the eight congressional intelligence oversight members, the Gang-of-Eight, can be allowed access to the same end-product intelligence as the President of the United States.

Just like Obama wanting to share intelligence information across all 16 intelligence agencies. Seems like Schiff wants to do the same thing. This way if there are leaks it will be harder to track down.
She was apparently the one that leaked the two names to the NYT the other day, but she was played since those two weren't the correct names. She outed herself as the leaker.
The gang of eight is authorized to view the most sensitive intelligence secrets.
This stuff is off the tittilation scale (not to mention the illegality scale), but everyone involved admits the materials aren't sensitive, though they might reveal intelligence gathering methods. Nunes himself said the docs had nothing to do with Russia. Nunes' sources know what they're doing. They'll prove the crimes without jeopardizing sensitive national secrets.
