Our infrastructure is vary vulnerable to these types of attacks pipe lines and power lines run through remote areas.
Any body with a 4x4 or ATV can easily get out of sight of a public road and do damage with out interference. Let alone if they want to walk a little bit.
Equipment to attack is easily had and not that expensive. to obtain.
Utilities have been loathed to spend money on security hardware or personnel.

Wouldn't help. Electric fences easily shut down or bypassed. Routine random drone surveillance with human monitoring is more secure.
