Rand Paul: ‘Easily 35 No Votes’ Against Paul Ryan’s Obamacare 2.0, ‘I Would Predict They Pull Bill"

Sen. Rand Paul (R-KY) told Breitbart News exclusively on Tuesday afternoon that he expects House Speaker Paul Ryan will be forced to pull the American Health Care Act (AHCA) before a scheduled Thursday vote because Ryan will not get the votes to pass the legislation. The AHCA has been dubbed “Obamacare Lite” by Paul — a leading conservative critic of the plan — and by other conservatives as “RyanCare,” “RINO-Care,” and “Obamacare 2.0,” since the bill does not actually fully repeal Obamacare and keeps many of the main structures that the now-former President Barack Obama installed in the healthcare system. It has come under intense scrutiny from both sides of the Republican Party — moderates and conservatives are lining up against the bill — and Ryan, despite publicly projecting confidence, cannot find the necessary 216 votes to pass the legislation.

Paul, one of the leading senators out of more than a dozen Republicans in the upper chamber criticizing the bill there, told Breitbart News in this exclusive interview he believes there are at least 35 House Republicans ready to vote against the bill in its current form. And he predicted that, unless some major changes come to the legislation between now and the scheduled vote on Thursday, Ryan will need to withdraw the bill and Republicans will have to start from scratch with a new bill and a new strategy on Obamacare.

Eliminating state barriers to insurance would probably save customers no more than 5% on their premiums.

Where did you get that number? One of the biggest drivers of cost in the insurance market has been the state mandates. Buying insurance across state lines will put the state insurance boards and state legislatures in competition and will force them to drop all of these crazy mandates.

What is it you don’t understand about 60 votes.

No, don’t ladle up bullshit about having Pence ignore the Parliamentarian. You won’t get even 10 Senators to vote to kill the filibuster, which is what that is. You can’t declare every single bill to be Reconciliation. That’s silly and has already been dismissed.

So again, what is it you don’t understand about 60 votes.

And before you swagger forth with “just let Obamacare die and that will fix everything”, understand how budgets work. It’s In The Budget. Funding is on autopilot. You want to extract it? 60 votes. You want to kill all funding to be sure to kill that item? You won’t find 5 votes support for that.

So what is it you don’t get about 60 votes?

Politics is the art of the possible. What they are pursuing is what is possible. You have a chance to nudge it and improve it. Just be sure you go through the Parliamentarian.

Congressman Pete Sessions was on FNC earlier tonight and said the latest version keeps Obamacare for TWO ADDITIONAL YEARS for those who want it.

WAKE UP AMERICA. THIS IS NOT A REPEAL BILL; THE TWO YEAR EXTENSION WILL BECOME PERMANENT.

FYI the easiest avoidance of the mandate is online work and relocate out of country. Unless you are in the US 180 straight days, you don’t have the individual mandate. And healthcare elsewhere is much less.

The fly in the ointment to the reduction of cost are all those preexisting conditions. Trump and most Congressional Republicans do not want to touch that with a ten foot pole which is why single payer is not too far out in the distance. Once the line (Preexisting conditions) is crossed, the whole crap sandwich becomes ironclad and repackaged as a stool sandwich/victorious repeal and re(contains the same consequences)place.

This is a sticky issue.

Insurance is a contract for financial services regulated at the state level. Each state makes its own laws on how the contracts can be written for their residents.

Many types of insurance are offered by the the big companies in multiple states, but their contracts offered are usually different in each state.

So the real question is should it be taken away from the states by fedzilla and turned into one size fits all?

They said the same thing about breaking down state barriers in the banking industry. All it did was drive the creation of four or five massive banks that operate across the entire country.

You're not getting a higher interest rate on your bank accounts, are you?

Are your interest payments any lower than they would have been with hundreds of banks operating independently in each state?

One of the biggest drivers of cost in the insurance market has been the state mandates.

That may have been the case before 2009, but with Obamacare one of the biggest drivers has been the FEDERAL mandates ... which doesn't change in the Ryan bill.

People seem to have this idea that insurance premiums are going to be reduced because they're going to be able to pay Mississippi premiums for an insurance plan that is sold in New York. That's hardly the case at all. With the Federal mandates, you're basically paying New York premiums even if you live in Mississippi.

I’d follow what Rush Limbaugh suggested today: Just rewrite the bill and include EVERYTHING TRUMP PROMISED to the people. Then, LET THE DEMOCRATS VOTE AGAINST IT.

It’s a brilliant idea, and would definitely SHAKE UP EVERYTHING.

The insurance sale change can’t be made by tweaking Obamacare because it was not part of Obamacare in the first place. Trump has made it clear he wants that as a key part of his plan, and has spoken of buying health insurance just like you buy car insurance in every speech he’s made.

Rush Limbaugh is not needed.

I’m not sure what point you’re trying to make. Do you imagine Ryan’s bill will get 60 votes in the Senate? Obamacare passed using the reconciliation process and it will have to be repealed the same way.

I want everyone to notice how this tiny group in the House (we have 235ish votes, they represent about 25-30) are getting ENORMOUS media coverage.

Because the media knows these guys are the way to prevent Trump (don’t know about you, but I’m not tired of winning yet) from fulfilling another promise.

These guys are being played by the media by giving them disproportionate air time.

Owen I am trying to keep an open mind with you. I just can’t understand how knowing everything as you do you are languishing in obscurity.

Putting people down as you do when they don’t agree with you is less than appealing.

It is ridiculous to buy into this 3 pronged approach. It’s like believing in Santa or the great pumpkin. Lou Gompert explained today that the second part is a mirage. Price can do all the rewriting he wants to but its subject to judicial review and the review is based on whether the changes make the law work as it was intended. The other side can keep him tied up in court for ech & every change & there are thousands of rules to change. Listen and wise up. No one is riding in on a white horse. Its going to be messy & I for one am not bending my neck to let another yoke go over it. This plan is in many ways worse than OCare and the 2nd/3rd parts are pie in the sky.
