37 mm “grenades” are generaly flares, and smoke. They are not explosive or anti-personell.
The launchers and ammo can be bought over the counter.

I’m not sure if this happened in Dearborn or in Detroit. I have family in Detroit, so it concerns me that this may be the start of a trend. Dearborn is about 20 miles from downtown Detroit, if I remember correctly.
