McAuliffe vetoes bill on photo ID for absentee ballots (Virginia)

RICHMOND — Gov. Terry McAuliffe has vetoed a bill that would require voters to submit photo ID when requesting a physical absentee ballot, calling it an “unnecessary and impractical barrier” to absentee voting.

House Bill 1428, sponsored by Del. Hyland F. “Buddy” Fowler Jr., R-Hanover, would require any voter submitting an application for an absentee ballot by mail or by fax to submit with the application a copy of one of the forms of ID acceptable under current law.

The bill would exempt from the requirement military and overseas voters and people with disabilities.

“The requirement would not in any way deter fraudulent voting since it provides no means of verifying the identity of the individual depicted in the submitted photograph,” McAuliffe wrote in his veto message.

“The right to vote is a fundamental tenet of our democracy, and we should be doing all we can to facilitate eligible citizens’ access to the ballot. This bill would undoubtedly result in the disenfranchisement of qualified eligible Virginian voters and increase the potential for costly and time-consuming litigation.”

Fowler noted in a telephone interview that people who vote in person on election day or who vote absentee in person already are required to present a form of identification that includes a photo ID.

“My bill would just kind of close the circle,” Fowler said.

For people who vote in person, some of the types of photo IDs deemed acceptable under state law include a valid Virginia driver’s license or identification card; a valid Virginia Department of Motor Vehicles-issued veteran’s ID card; a valid U.S. passport; a photo ID card issued by the U.S. government, the state or a political subdivision; a tribal enrollment ID issued by one of the 11 tribes Virginia recognizes; a valid college or university photo ID from a Virginia school; or an employee ID card with a photo of the voter.

Fowler said he is pleased that a majority of his legislative colleagues “agreed with me that the bill had merit and would improve the integrity of the ballot.”

Fowler’s bill passed the House of Delegates on a vote of 61-35, on a largely party-line vote. It cleared the Senate on a party-line vote of 21-19.

Legislators will consider McAuliffe’s vetoes and proposed amendments to bills in the April 5 veto session.

Overriding a veto would require the votes of two-thirds of the House and two-thirds of the Senate. Lawmakers have never overridden a McAuliffe veto, largely because the Senate is closely divided — Republicans have a 21-19 edge in the chamber.

VA is an ID state. Mine was scanned when I voted in the 2016 election.

That seems stupid. The military issues photo id, and anyone traveling overseas should have either a passport or a passport card.

But is it mandatory photo ID laws, or simply OPTIONAL ID?

During the last election, Illinois even introduced brand new fancy machines that scan driver license cards and generate the person's voter ID number on screen (we were trained on how to use them when we served as election judges), since so many voters hand the election judge an ID card anyway. But they are by no means required. IDs are only required here for "Inactive Voters". You can even register to vote ON election day in Illinois, with NO photo ID required.

I vote in Virginia and have to show ID at the polls.
This would have extended it to absentee ballots, the only way to not vote on election day because we do not have early voting either.
McAwful would oppose any tightening of the system that would reduce the Democrat margin of cheating.

We need to pass national photo-id.

Not only make it free but give everyone 5 bucks when they get it. (makes any argument about cost sound ridiculous)

Make it also the new SS card. Have the SS admin manage the program.

For those who are too ill to travel have someone go to them, take the photo, and hand them their 5 bucks.

Then require the new id cards be presented to vote or request an early ballot.

If we eliminate voter fraud no democrat will ever win the presidency again. And if illegals cannot vote and cannot get citizenship the dems will call for their deportation... they will be a minus and not a plus.

If a billion people in India have free photo-id voter cards then surely we can.

I vote in Virginia and have to show ID at the polls.

Unless you vote at a democrat "controlled" polling place without adequate oversight from reps from the local Republican party. In this case ID is optional.

Also, you just need to show your voter ID card which you can get by getting a drivers license.

Also I have it on good authority that dems were registering college students and assuring them that it was OK since they were "living" in VA that it waa OK to register and vote here. What they did back home was up to them. (Right!)

And once you get registered to vote in VA, forget about citizenship. All you need is ID with a Virginia address to vote in person.

To vote absentee all you apparently need is an address where you can pick up your mail.

Thousands of illegal immigrants lurking on Virginia’s voter rolls

Between 2009 and 2014, the Washington, D.C., exurb of more than 350,000 residents had disqualified more than 9,000 of them for jury duty because they were not U.S. citizens.

Loudoun County jury pools come from two sources — voter registration lists and Department of Motor Vehicle driver’s license applications. The county’s 9,000 juror disqualifications means that a potentially significant number of noncitizens vote illegally in Virginia. It suggests a basis for President Trump’s assertion of illegal immigrants voting in November’s elections, though not necessarily by the “millions” he has claimed.

This would probably be the result of people being called for jury duty using voter rolls from Loudon County and when the non-English speaking person was determined to be a non-citizen they were dropped from jury duty rolls. (Want to be that they weren't necessarily dropped from voter rolls.)

Is that because organizations solicit absentee ballots on behalf of certain demographics? Say persons in retirement homes?

I think all this discussion about the Russians and the integrity of the elections should include voter fraud and ways to make it more secure.

He wants to keep people from fully participating in the American way of life. They can’t travel by plane, they can’t leave the country, they can’t buy beer, guns, enter government buildings, by certain over the counter drugs, etc. He wants to keep them under control. That is his goal.
