Just to be clear - the danger is that if they find nothing against Trump in their illegal wiretaps, they can manipulate the content to sound illicit.

That's been the issue all along with people saying "they [the police state] can monitor my calls all they want - they won't find anything." They may not find anything, but they could always create it.
