No, not by EO. The law must be changed by an act of Congress.

Tax credits are not entitlements.

Oh, yes, they are. You ARE entitled to the fruits of your own labor.
Else, only if one presumes all $ belongs to the govt; which is PRECISELY what govt thinks and acts upon. We the People are their piggy-banks; what you are allowed to keep is your ‘entitlement’.
>
Paying into Social Security against your will for 50 years with the quid pro quo being a small retirement check each month IS AN ENTITLEMENT. Ditto with VA Benefits and retirements - they were earned.
>
Incorrect. They are TAXES and promises using others’ $$. They are the VERY anti-thesis of an entitlement: *NOBODY* is entitled to the time/property of another.

GOP considers excluding rich from healthcare tax credits: report
The definition of rich varying from year to year as the new program starts swirling down the drain, just like the current one.
Just another proposal for another welfare program on top of existing welfare programs.
Thank you, Republicans.
>
One only need look at the 16th\SS or welfare to see the pattern.
“Only the RICH will pay...”
“It’ll NEVER go above 3%...”
“Your employers ‘provides’ 50% of the cost...”
“We can’t get rid of it, X rely upon...”
“People are ‘entitled’...”
“It is a Right that govt provide...”
How ya bettin'?
I bet they will be on some kind of Federal Employees Health Plan...and it won't be like ours!

But that’s not the norm. In fact, that’s a global reality.
Private health insurance OUTSIDE the US terminates at age 65. If you were age 66 and lived in Ecuador, Medicare won’t pay for medical services you get there. Worse, no private insurer will cover you past 65. And Ecuador is just an example. Just about everywhere is like that. You have to sign up and pay for that local national healthcare system.
So your parents were Forced to be able to have health insurance past 65, because NO ONE ELSE WILL PROVIDE IT, and that employment coverage you’re talking about — that organization is covering them past 65 ONLY because it’s only 20%. Medicare covers 80%.
How do you spell FUTILITY.
there isn’t enough money in the universe, let alone Galaxy, to provide optimum 2017 era medical/surgical care for major illness/injury to everyone. The best experts are among the most talented people in the world, and don’t work cheaply, Ditto the drug and technology providers.
Only the truly rich can pay their own way. One needs a medical education just to assess the quality of care one receives.
Medicare and Medicaid will bankrupt the country in the next 4 to 8 years.
