Patty took my arm as I escorted her to her seat next to "Baghdad Jim" McDermott at an Amtrak event at King Street Station in Seattle in 2004. Patty isn't terribly smart, but after a wasted first term, she found a chief of staff that whipped her people into shape. Since then, her people have made sure that when she brings transportation pork home to Washington that she gets credit for it.

He told me that Murray had made a pretty big name for herself as soon as she arrived in DC. He told me that I had better be real careful as she was extremely good at shaking down lobbyists for money. In fact she was one of the best he had seen. He said people didn't think much of her mental ability, but they understood her ability to get money out of people.
Shortly thereafter the Democrats put her in charge of Senate campaign fund raising, where she has been ever since. The Democratic Party understands her talents and where they are best used.
Only Little Bobby Casey stands between Patty Murray and the title of “Stupidest person ever to serve in the U.S. Senate”

It was a self-serving label (her handlers probably came up with the label) as she was trying to show the peeps that she was just 'one of you'.
She's voted solid red ever since elected, and that probably matches the wishes of her constituents.
