Could be a whale with Hypertrichosis.

Hypertrichosis (also called Ambras syndrome) is an abnormal amount of hair growth over the body;[1][2] extensive cases of hypertrichosis have informally been called werewolf syndrome,[3] because the appearance is similar to the mythical werewolf. The two distinct types of hypertrichosis are generalized hypertrichosis, which occurs over the entire body, and localized hypertrichosis, which is restricted to a certain area.[1].

Yes. What the story describes as “hair” is obviously stringy, decomposing blubber.

I read the story and looked at the pictures and have seen similar objects twice before - once on a beach in Alaska, and the other about 100 miles off the California coast.
From the article: "However, the beast is actually a 20 foot long whale carcass, local scientists have said. The body of the whale, which weighs approximately 2,000 kilograms, is believed to have turned white due to an advanced stage of decomposition. The animal is thought to have died approximately two weeks ago, possibly after being hit by a ship."
